Description
Decree by Don Miguel de Azcuénaga y Basabilvaso, Colonel of the State Armed Forces. Decree orders the creation of a regiment of Freemen. The decree spells out the procedure for how slaves are to be incorporated into the regiment and extends the decree of May 31, 1813 throughout the Province of Buenos Aires.
